In digital scrapbooking there are times you want the background layer unlocked. For example you might want to add a transparent layer so you can cut an area in your background to let a photo show through. Also you might want to add blending modes to the background but this is not available when the layer is locked. Here is how to convert the background layer into a regular layer! (Note: this works in Photoshop too, but our examples are in Photoshop Elements 9)
The Background layer is the bottom layer in the layer panel in Photoshop Element. 
Other layers stack on top of the Background layer.
To protect the image, the Background layer is always locked.
However, in digital scrapbooking and even in photo editing it is some times helpful to have the background unlocked.
For example if your background layer is locked then it is impossible to change stacking order, blending mode, or opacity of the layer, so you must first convert it into a regular layer.
Follow one of these ways to convert your background layer to a regular layer.
In the Edit workspace, do one of the following:
1. Double-click the Background layer in the Layers panel.
Then when the pop-up appears click the Ok button. This will change the layer to a regular layer that is unlocked.
2. Choose Layer > New > Layer From Background.
3. Another way is to Select the Background layer, and Right click the layer and select Duplicate Layer from menu in the Layers panel. This method leaves the Background layer intact, and creates a copy of it as a new layer.
(Right-Click on the background layer and select Duplicate Layer)
Now you have several ways to get an unlocked version of your background layer.
For example, if you select the duplicate method then once the background is duplicated you can use this new layer to add blending modes

Now you have unlocked the background then you have lots more options for your scrapbooking and photo editing projects!
